Bala Muhammed declares appointments, promotions null and void

Gov. Bala Mohammed of Bauchi State has declared that all appointments, promotions and transfers made from the day he was declared winner of the gubernatorial election by INEC in the state, are null and void.

Mohammed, who was sworn in on Wednesday by the state’s Chief Justice, Hajiya Rabi Umar, made this known while delivering his inaugural speech. According to him, “I want to state categorically that all appointments, promotions, transfers including those that are meant to create frictions and divisions along traditional institutions from the day I was declared the winner by INEC till, are hereby declared null and void. “Similarly, this directive also applies to all dubious approvals given on land allocations, sale of government vehicles and houses, as well as spurious contracts awarded in the dying minutes of the last administration. “In cases where the instrumentality of a Kangaroo legislation was used as a mark, we shall use the instrumentality of credible legislation to cancel the absurdity to the scrap heaps of history,” said the governor. Mohammed asked the Secretary to the state Government and most senior officials in the Ministries, Departments and Agencies (MDAs) to ensure strict compliance with this directive. The governor said he would establish a high-powered committee to recover all assets and properties of government that were illegally disposed. Mohammed, who took the oath of office amidst cheers from his supporters, said that his administration would tackle the problem of unemployment and “the long suffering pensioners.’’ “We are confronting this challenge head-on. “Very soon, our government will unveil an empowerment programme that, at once, facilitates capacity building while providing some safety net for the jobless youth,’’ he promised. The governor also promised to improve health delivery especially to the indigents and most vulnerable members of the society. “To the most vulnerable members of our society, the incoming administration would provide financial protection as envisaged under the Universal Health coverage (UHC) programme of the World Health Organization (WHO). “We are confident that this would ensure that families and households do not become impoverished as a result of seeking healthcare as is so often the case in Bauchi state today. “The incoming administration, in collaboration with the Federal government, intends to place half a million family members under health insurance by the year 2023,’’ he assured. Mohammed also said that the primary healthcare level would be strengthened to provide majority of the services required in most of the communities. “To my supporters and the good people of Bauchi state, who defied party lines, creed and place of origin, to support my candidacy, there is no better way to thank you than to reiterate my resolve, under God’s guidance, to provide leadership that will restore confidence in government, place food on your table and secure the lives and properties of all of us,’’ he said (NTN)

May 29: A New break in Bauchi

By Chidimma Iheanacho

29 May 2019

Senator Bala Mohammed of Bauchi

Change presents humanity with a confounding paradox. Whereas change is constant and inevitable it forebodes a vague sense of unease. Fear of the unknown taunts the nerves of even the valorous of men.

Men of destiny however prepare for change, meeting it at the doorstep with secure pace. May 29, 2019 is Bauchi’s date with fate.

There will be in few days to come the long awaited date Bauchi people will love to witness with palpable enthusiasm when the old order will give way to the new order in a dramatic change of baton and democratic transition of powers from the ruling APC to an opposition PDP.

From all indications, the date may catch some clay footed but quite a handful had no illusion as their mandate and approached inauguration day with precise resoluteness. It is a whole new day in Bauchi State.

The dramatic and uncompromising manner the old order was swept away and the unyielding enthusiasm of the people toward the new helmsman has created an electrifying air of optimism in the state. There is whiff of expectations from the People. They voted for radical departure from politics of subservience to snobbish overloads, of paying lip service to people’s welfare and crass insensitivity toward the people’s material and spiritual wellbeing.

Senator Bala Muhammad’s victory at the polls and Rerun in March 2019 was indeed a clear indication of his wide appeal, acceptability and popularity among the teeming electorates across the state, who was grossly dissatisfied with the reckless mismanagement and embezzlement of the state resources at the expense of their wellbeing in the four years of the outgoing administration.

Bauchi the famed land of Yankari, the land of the first Prime Minister of Nigeria is also a land in decay. It is indeed a place to visit and weep because of failures successive administrations and collapse of governance in the current equation until the elections offer the citizens to rediscover themselves and redeem the state from misanthropist. Schools looking like war ravage area; collapsed walls, gaping-hole windows; old, tired, torn and tattered ceilings; dead, ancient fans and undignified pit toilets.

There comes a time in the annals of a state when socio-political events and issues are thrown up by providence with the intention of testing the human will and resolve. Such events may be positive or negative, right or wrong, well intended or ill intended. Such a situation may be manipulated or given a free reign, simple or complicated as the case may be.

The above synopsis seems to be playing out in Bauchi State, on the governorship election swept by Senator Bala Abdulkadir Mohammed (Kauran Bauchi) and former Minister of the Federal Capital Territory Abuja. His destiny has rattled and ruffled the outgoing administration and its team of stooges Indeed, it is after the rain, so the worms are crawling out.

Since the returned of Nigeria to democracy, Sen. Bala Mohammed is one of the most experienced politicians in Bauchi during his stint at Ministry of Internal Affairs, Solid Minerals, Transportation, Power and Ministry of Aviation where he all secured employment opportunities for the youths as well as his legislative assignment as a Senator of the federal republic and subsequently as Minister of the Federal Capital Territory, Abuja and currently Bauchi State Governor-Elect. Great countries apply the remedy for sustenance, as they are the divert products of statesman who apply to solve the crisis in any society.

One of such people is the Bauchi Governor-Elect, Senator Bala Mohammed who is a quintessence of good leadership. The trait of good leadership include intelligence, charisma, decisiveness, humility, self-confidence, enthusiasm, strength and bravery which are all epitomized by the immediate pass FCT Minister.

As a minister, Bala on assumption in office in 2010 immediately hit the ground running. He repositions and upgrade land administration including removal of illegal structures and introduction of land swap policy aimed at accelerating the infrastructural development of the FCT which tremendously improved the ascetic beauty of Abuja.

In terms of construction, Bala accelerated the development of the capital city through construction of Flyovers ;expansion of Zuba/Kubwa and Airport roads from two to ten lanes, tackling of environmental challenges through prompt waste disposal and extension of mass housing estates to the area councils. Another remarkable achievement of Bala as a minister is the Abuja Light and the Abuja –Kaduna. A great deal of work has been done on the projects before vacated office and both projects have been commissioned since.

Being the harbinger and catalyst of infrastructural cum socio –economic transformation, Bala will on assumption of duty on May 29, 2019 embark on the restoration agenda of rejuvenation of the socio-economic fortunes of Bauchi.

Yankari Game Reserve which is the large wildlife park located in the south –central part of Bauchi State, with an area of about 2,244 square kilometers (866 Sq mi) and home to several natural warm water springs, as well as wide variety of flora and fauna will get the deserved attention as Bala plan to returned Bauchi to the world map as a tourist centre and investors heaven in the next four years.

Bala Kaura sees Bauchi not as a doomed state but: ‘an industrious, entrepreneurial state, robust in growth, rich in culture, vibrant in labor and attractive for investment… He widely believed to be the personality that is equipped with the pedigree, connection and capacity to drive the state through the pathway of phenomenal positive transformation to a destination where it confidently and truly reflects “Bauchi: Pearl of Tourism” following the path of neglect and legacy of decayed system of the state positioned by the outgoing administration.

As time inches closed to May 29 handing over and swearing in date, Bauchi will soon wear an Abuja looks with workaholic Bala as the captain of the ship.

The House of Representatives has approved sanctions against 15 commercial banks in the country for alleged under-remmittance of a total sum of   N1,586,662,611 stamp duty collected on behalf of the Nigerian Postal Service( NIPOST) into the federation account.

The affected banks apart from being penalised are to pay the amount they under-remitted to the Federation Account with interest.

The House took the decision at the Committee of the Whole, yesterday, after it considered and  adopted the recommendations of the report of the Ad-hoc Committee that investigated alleged non -remittance of stamp duty into the Federation Account.

Other recommendations of the Ad-hoc Committee, which was adopted by the Green Chamber include: “ That a machinery be put in place to allow recovery of under remittances after further reconciliation is carried out with the banks concerned.

“ That in view of the apparent lack of transparency on the part of most financial institutions, the Central Bank of Nigeria (CBN)should strengthen its supervisory activity to ensure that financial institutions report and remit all government revenues correctly and promptly. That the Central Bank of Nigeria should also ensure that directives sent to financial institutions are followed to the letter.

“ That all banks that were found not to have made full disclosure on stamp duty collections and remittances should be further investigated.

“ That financial institutions, especially the Deposit Money Banks (DMBs) should remit all collections  with respect to government revenues, promptly and collectly , and where remittances are not promptly done, the DMBs should be sanctioned. “

Besides, the House urged the government to explore other forms of  stamp duty, so as to increase the revenue base of the various tiers of government , in accordance with the provisions of the Stamp Duty Act 2014.

The Gbong Gwom Jos called on both the national Emergency Management Agency (NEMA) and the Plateau State Emergency Management Agency SEMA to do more for Internally Displaced Persons IDPs in Plateau State. He said: “These agencies are created by government to give support to persons affected by crisis. We have heard of how they have been giving massive support to our brothers in the North-East but here in Plateau State, where we also our own share of civil disturbances and attacks but NEMA and SEMA have not done enough for our people. “I want to use this opportunity to call on the Plateau State Governor to please remind them (NEMA) of the need to step up assistance to our people who are suffering as a result of attacks on them. I also want government to work hard towards returning these affected people to their ancestral homes instead of remaining in IDP camps. ” He commended BECA for always giving the needed support back home, especially to persons displaced by crisis in Riyom, Brrikin Ladi and Jos South Local Government Areas of Plateau State. The Monarch called on similar Berom Associations found in other parts of the country to emulate what their Abuja brothers are doing. “I am very proud of what BECA is doing. You are very united and you have been organising Nzem Berom every year and it has been colourful. You have also been giving the needed support back home especially to your brothers who are displaced as a result of attacks. “I want to call on all other associations of the Berom people found in other parts of the country to please learn from BECA, may God continue to bless you people as you work far away firm home and give support to your brothers and sisters,” he said. President of BECA, Engineer Markus Choji Dye on his part, thanked the Royal Father for always identifying with BECA. Just in: Court Strikes Out Suit Against Defection By Saraki, Dogara, 52 Others.

Senate President, Bukola Saraki and Speaker, House of Representatives, Hon. Yakubu Dogara

ABUJA - A Federal High Court in Abuja has struck out a suit that sought the sack of the Senate President, Bukola Saraki, House of Representatives Speaker, Yakubu Dogara and 52 other National Assembly members who defected last year from the political parties on whose. platforms they got to the office.

The suit was filed by a civil society group, the Legal Defence and Assistance Project (LEDAP).

In a judgment on Friday, Justice Okon Abang held that despite the plaintiff’s noble intention, his court lacked the jurisdiction to determine the merit of its claims in the case, because the plaintiff lacked the locus standi (the legal capacity) to initiate the suit.

Justice Abang was of the view that the fact that the plaintiff is a registered corporate body under the Company and Allied Matters Act was insufficient to clothe with the right to sue on behalf of the public.

The judge said the plaintiff’s failure to join the Peoples Democratic Party (PDP), the All Progressives Congress (APC) and the Action Democratic Congress (ADC) – (affected by the defecting lawmakers’ action) – was fatal to the suit.

He noted that, not being the Independent National Electoral Commission (INEC), the political parties affected by the legislators’ defection, a member of any of the political parties, a member of the constituencies of the defecting lawmakers or a registered voters in the lawmakers’ constituencies, the plaintiff lacked the legal capacity to file the suit.

INEC Shifts Bayelsa,Kogi guber election to Nov 16

The Independent National Electoral Commission has postponed the governorship elections in Bayelsa and Kogi states, earlier fixed for November  2 by two weeks.

While announcing November 16 as the new date for the elections, the commission said the timelines for all other activities leading to the elections had also been adjusted to align with the new date.

“The run-off election to the office of governor of a state (if any)will be held within 21 days after the announcement of result of the election in accordance with Section 179 of the constitution of the Federal Republic of Nigeria, 1999 (as amended – 4th Alteration).

“This timetable and schedule of activities supersede the one issued on April 9 2019,” the electoral body said in a notice signed by its Secretary, Rose Oriaran-Anthony, and made available to journalists on Thursday.

The decision to change the date of the elections came barely 48 hours after the Bayelsa State Deputy Governor, John Jonah, led stakeholders from the state on a courtesy visit to the Chairman of INEC, Prof Mahmoud Yakubu, demanding an adjustment in date of the election.

Jonah had hinged the demand for adjustment in the date on the fact that the date early fixed for the election clashed with the state annual thanksgiving day.

A statement by INEC National Commissioner and chairman of its Information and Voter Education Committee, Festus Okoye, said the decision was taken “after a careful consideration of the appeals” during the commission’s regular weekly meeting held on Thursday.

He said, “It will be recalled that on April 9, 2019, the Independent National Electoral Commission released the timetable and schedule of activities for the Kogi and Bayelsa governorship elections. The commission fixed November 2 for the elections to hold in both states.

“However, the commission has received several appeals from the government, state Assembly, elders, religious leaders, traditional rulers and other critical stakeholders in Bayelsa State that the election date coincides with the state’s annual thanksgiving day which is backed by the Bayelsa State Thanksgiving Day Law 2012.

“After a careful consideration of the appeals. the commission at its regular weekly meeting held on Thursday, May 16 decided to shift the govemorship elections in Kogi and Bayelsa states to Saturday, November 16, 2017.

“The timelines for all other activities leading to the elections have also been adjusted to align with the new date.”

The Nationaltrust reported that the tenure of the governor of Kogi State would elapse on January 26, 2020 , while the tenure of the governor of Bayelsa State would expire on February 13, 2020.

INEC said, “Pursuant to the provision of Section 178(1) and (2) of the Constitution of the Federal Republic of Nigeria 1999 (as amended) and Section 25 (7) and (8) of the Electoral Act, 2010 (as amended), the earliest date for the election into the office of governor, Kogi State shall be August 31, 2019, and the latest date for election shall be December 28 2019.

“For Bayelsa State, the earliest date for election to the office of governor shall be September 17 2019, while the latest date shall be January 15 2020. By virtue of Section 178(2) of the constitution of the Federal Republic of Nigeria, 1999 (as amended) and Section 25 (8) of the Electoral Act, 2010 (as amended), election into the office of a state governor shall hold not later than 150 days and not later than 30 days before the expiration of the term of office of the last holder.

“The commission is, by virtue of Section 30(1) of the Electoral Act, 2010 (as amended), expected to issue notice for the election not later than 90 days before the date of the election.”

According to Oriaran-Anthony, the notice of election and collection of Forms CF001, CF002 by political parties has been fixed for August 17 and 18, 2019, at INEC headquarters.

Similarly, the conduct of party primaries, including resolution of disputes arising from the primaries would take place between August 18 and September 5, 2019, to enable political parties to nominate their candidates for the election.

The campaigns by political parties would commence on August 18 in line with Section 99(1)of the Electoral Act, 2010, which provides 90 days before Election Day.

While September 9 is the last day for the submission of Forms CF001 and CF002, the publication of particulars of candidates (CF001) and the list of candidates has been fixed for September 16.

The last day of withdrawal by candidate(s)/replacement of withdrawn candidate(s) by political parties will be September 23, while October 2 is the last day for the submission of nomination forms by political parties.

Also, the publication of official register of voters will be on October 3, while the final list of nominated candidates would be published on October 17.

Also, on November 2, INEC will publish the notice of election while same day will be last day for the submission of names of polling agents for the election to the electoral officer.

The commission also fixed November 14 as the last day for campaigns by political parties.

On the sponsorship of the team, he said that NVBF was solely responsible.

“The federation under Musa Nimrod is sponsoring the camping and trip to Abidjan.

The Nigeria senior volleyball team head coach, Japhet Nuhu, said the players were well motivated and ready to do the country round.

“I have played in hot weather before, played beach volleyball before, which is always in hot weather, and will just need to drink a lot of water.

On May 15, 2019

Cross section of the participants at the symposium on Tuesday at the Musa Yar'adua Centre, Abuja.

NIGERIAN health workers and policymakers have raised a concern for a quality healthcare provision and the attainment of universal health coverage (UHC) in the country.

The issue was the core of a one-day symposium that was held at the Shehu Musa Yar Adua Centre, Abuja on Tuesday. Titled The Nigerian women and Health Care Symposium, the programme was an effort to ensure that Nigerian women contribute to the drive to achieve quality health coverage for all.

The UHC is part of sustainable development goals (SDGs) that the United Nations member states, including Nigeria, have agreed to achieve by 2030.

According to the World Health Organisation, UHC means all people and communities should receive promotive, preventive, curative, rehabilitative and palliative health services they need without suffering financial hardship.

Giving the keynote address, Ogeoma Okeka, Managing Director of Healthcare Business Support Systems, said Nigeria lack good strategy and governance that would help in achieving quality healthcare.

He said Nigerian policymakers need to re-strategise since no improvements have been made in attaining fair access to quality care.

Okeka said the National Health Insurance Scheme (NHIS) has only helped to cover the formal sector but the informal sector was poorly captured.

To reach the masses for proper health care, he said the Primary Healthcare Centres (PHCs) need to be built.

He encouraged the government to put in place good basic amenities for medical practitioners in the PHCs.

The Chief Medical Director of the National Hospital Abuja, Jaf Momoh, represented by Umar Aisha who is also a staff of the hospital noted that a system whereby Nigerians are provided healthcare without being asked to pay before the services is needed in the country.

“We find unconscious people who may be wealthy but have relations who do not have access to the account,” she said to discourage out of pocket payment for health services.

Aisha narrated how patients stay in the wards weeks after being discharged because of money issues. “Some of the patients stay in our wards for weeks after discharge because we are trying to bargain with them on how they are going to sign an undertaking before being released.

“They offer to pay monthly or seek help from faith-based organisations,” she said.

President of the Nigerian Medical Association, Francis Faduyile, in his goodwill message, said women are needed to improve health statistics of the country.

“It is important for women to see how we can improve the health insurance scheme and health statistics of our country, he said”

Also, there was a contribution from the International Federation of Women Lawyers (FIDA).

Chuyem Rhoda, the representative appealed to the Nigerian government to give assent to the National Health Insurance Commission bill.

According to her, the main objective of the bill is to ensure the effective implementation of the national health insurance policy that enhances access to healthcare services to All Nigerians; as well as to promote and regulate health insurance in Nigeria.

“This will to a large extent improve the UHC, especially for women and children,” she said.

The new bill was proposed in 2017. Section 1 of the bill states that a body to be known as the National Health Insurance Commission will be establishe

Ensuring Basic Health care Provisions Fund a Reality

By editor - 32 mins ago

The recent national roll out of the Basic Healthcare Provisions Fund in Osogbo by the federal government has now brought to reality the long awaited implementation of President Muhammadu Buhari’s signature health programme, ‘Huwe’. Martins Ifijeh reports

Just over a year ago, precisely April 12, 2018 during the second  Healthcare Policy Dialogue, the federal government launched the logo and beneficiary identification card for the Basic Health Care Provision Fund (BHCPF) in Abuja which signalled the beginning of a brand new programme for the Nigerian healthcare sector.

Barely 34 days after, the National Assembly took a step further and earmarked N55.17 billion in the national budget as the one per cent consolidated revenue fund for the funding of BHCPF.

That was the first time since the passage of the National Health Act in 2014, that the federal government has earmarked funds for the BHCPF.

But between that earmarking of the fund and now, the world, including development partners, healthcare stakeholders, the World Health Organisation, and most importantly Nigerians had their fingers crossed, to see if government would toe the same path of unfulfilled promises it was known for in the past.

To them, the scenario that plays out in the couple of months after all the aforementioned processes will determine whether or not the Nigerian government was serious about implementing the programme or not.

But the federal government didn’t go the way the average Nigerian or international watchers would think it to go. Last Friday it defied the odds to start the national roll out of the funds beginning with Osun State.

What BHCPF Means to Nigerians
The BHCPF is an additional fund outside the healthcare allocation in the national annual budget to address basic healthcare needs of Nigerians. In the 2018 budget, it was put at N57.17 billion for primary healthcare strengthening and service delivery, which mobilises additional resources from the government of Nigeria and development partners to improve the delivery of essential basic health services to Nigerians.

According to the Special Technical Adviser to the Minister of Health, Dr. Oyebanji Filani, the BHCPF will pay for a modest benefit package of health services which currently comprises prenatal, delivery, and post-natal care, as well as family planning services for all mothers in rural areas of Nigeria and also cover the cost of high- impact child health interventions.

He said it will also allow such services to be delivered by accredited private and public facilities that will be reimbursed for services delivered.
“In recognition that Primary Health Centres (PHCs) hardly ever receive any operational costs to cover their expenses, publicly owned PHCs will be provided with operating budgets,” he said.

According to the mandate in the National Health Act, 50 per cent of the BHCPF is allocated to the National Health Insurance Scheme (NHIS) “gateway”, 45 per cent through the NPHCDA “gateway”, and five per cent is set aside to deal with emergencies under the Emergency Medical Treatment (EMT) “gateway”.

Under the NPHCDA gateway, direct cash transfers are provided to public primary health facilities, while under the NHIS gateway accredited public and private facilities are paid for delivering Basic Minimum Package of Heath Services (BMPHS).

Filani said the design of the BHCPF provides an opportunity for channeling resources directly to public PHCs in the NPHCDA gateway, whilst the NHIS gateway provides an opportunity to incorporate the private sector through the accreditation of private providers in the NHIS gateway.

EFCC can't Probe Rivers, Governor Nyeson Wike insist.

RIVERS State Governor, Nyesom Wike, has restated his earlier claim that the Economic and Financial Crimes Commission has no power to investigate the financial transactions of the state government.

Wike also said the EFCC must first vacate the Federal Government High Court judgment, which declared that the anti-graft agency should not investigate the financial transactions of the state before any investigation could take place.

The governor spoke on Thursday during a courtesy visit by the Group Managing Director-Designate of Zenith Bank Plc, Ebenezer Onyeagwu.

“EFCC has no powers to look into our financial transactions. You cannot be giving our financial transactions to the EFCC because that is illegal.

“Unless the EFCC sets aside the judgment, they have no powers to look into our financial transactions. Not that we are afraid, but due process must be followed.”

He said that if Zenith Bank refused to obey the court judgment, the state government would be compelled to file the necessary processes to ensure the right thing was done.

Nigerians Should Sleep With Two Eye's Closed, President Muhammadu Buhari Tells Security Chiefs

By editor - 6 hours ago

R-L; President Muhammadu Buhari, Minister of Defence, Brig Gen Mansur Dan Ali, Chief of Defence Staff, General Abayomi Olonisakin, Chief of Army Staff, Lt Gen T.Y Buratai, Chief of Naval Staff Vice Admiral Ibok Ekwe Ibas, Representatives of Chief of Air Staff, Chief of Training and Operations (CTOPS), Air Vice Marshal EO Anebi and Acting Inspector General of Police, Mohammed Abubakar Adamu during a Security Meeting at the State House Abuja.

President Muhammadu Buhari Thursday in Abuja instructed the security chiefs to be alive to their responsibilities and allow Nigerians sleep with their two eyes closed.
Buhari gave the directive during a meeting with service chiefs, including the Inspector-General of Police, Mohammed Adamu, the Minister of Defence, Mansur Dan-Ali and the National Security Adviser, Major-Gen. Babagana Monguno, in the State House.
The president’s meeting with the service chiefs Thursday was the second in the last 48 hours.
Answering questions from State House correspondents at the end of the meeting, Chief of Naval Staff, Rear Admiral Ibok-Ete Ekwe Ibas, said Buhari directed them to ensure that Nigerians go to bed without any fear and wake up being confident that their security is guaranteed.
According to him, they met with the president to brief him on security situation at home while he was away on private vacation in London particularly on issues bordering on proliferation of arms.
He said: “It was just basically to apprise Mr. President of the security situation generally after his short vacation abroad.
“The security agencies briefed him on what has been happening with particular emphasis on the proliferation of small arms and what the various agencies are doing to curtail the consequences of this proliferation.
“He has also given directives that the agencies should do much more to ensure that Nigerians go to bed and wake up feeling healthy and confident that their security is guaranteed.”
Ibas claimed that security situation in the country had improved especially on issues of kidnapping.
The naval boss also claimed that the reduction in the rate of kidnapping was the fallout of the directive earlier given by the president to the IGP, and the consequent launch of Operation Puff Adder.
“You will recall during the last meeting, the IG was directed to ensure action and consequently various operations were set up.
“Puff Adder was one of the strategies. With the set up of that operations, there have been a remarkable drop in the number of kidnappings.
“What normally would attract attention is when a key person in government perhaps is kidnapped. “On the whole, the number of kidnappings has dropped and generally, I think the security situation is improving,” he stated.
On the kidnap of the District Head of Daura, Alhaji Musa Umar, the naval chief disclosed that key suspects in the kidnap had been arrested and would be charged to court soon.
“Serious efforts are being made, key suspects have been arrested and it is hoped that in a short while, those behind the heinous crime will be brought to book,” he added.
The victim who was kidnapped in front of his house on May 1, is however yet to be freed.

Buhari Tasks Security Agencies to Deal Ruthlessly With Kidnappers.

President Muhammadu Buhari has ordered security agencies to deal ruthlessly with kidnappers across the country.

The president also directed them to check activities of “bandits terrorising” Zamfara state and its environs.

He gave the order at a two-hour meeting he had with the service chiefs and other heads of security agencies at the presidential villa, Abuja.

Abayomi Olonishakin, chief of defence staff, disclosed this to state house correspondents.
“The security meeting we just had with Mr. President today (Thursday) is to review the strategy that we are adopting in confronting security issues in Zamfara State especially and other places nationwide,” he said.

“And this review strategy is to address all the issues including kidnapping, banditry and other associated issues confronting the nation and we are coming out with a revised strategy to handle those challenges.”

Asked if they were given marching order by the President over the increasing rate of insecurity in the country, Olonisakin said, “Yeah, the marching order is for us to deal with this issue immediately and ruthlessly and ensure that all those bandits are immediately dealt with and all those issues that are bordering on our security are properly address.

Kano State Assembly Approves life Pension For Speaker ,Deputy.

The Kano state house of assembly has approved life pension for its speaker and deputy speaker.

The assembly passed the pensions rights of speaker and deputy bill during plenary on Tuesday.

The bill, if passed into law, will also provide for foreign medical trips and new vehicles every four years for the duo.

The bill states the the life pension is “provided that either the speaker or the deputy do not hold any paid elective or selective appointment.”

According to the bill, “any person duly elected as Speaker or Deputy Speaker shall, on completion of his term be entitled to a grant of pension for life by the state, provided that such person was not removed from office through impeachment by members of the House of Assembly.

“There shall be paid pension to persons who held office as Speaker and Deputy Speaker equal to the emoluments of a serving Speaker and deputy speaker, provided that either the Speaker or the Deputy do not hold any paid elective or selective appointment.’’

The bill, however, exempts any of the principal officers impeached from the benefits.

It said in cases where the speaker or deputy vacates office before the expiration of the term of his office, which is not as a result of impeachment, “he shall be paid pension pro-rata the number of years he spent in relation to his tenure of office.”

“Where the Speaker or Deputy Speaker dies in office before the expiration of the term of his tenure, he shall be paid pension pro-rata the number of years he spent in relation to his tenure of office,” it added.

“There shall be provided for the Speaker and the Deputy Speaker a brand new vehicle to be bought by the State Government every four years.

“There shall be provided for the Speaker and the Deputy Speaker medical expenses either home or abroad depending on the nature of the illness.”

The development comes about about a year after pensioners under the aegis of Kano State Pensioners Forum (KSPF) protested the state government’s “delay in settling their outstanding gratuities, pension arrears and death benefits.

It also comes one week after Seriake Dickson, governor of Bayelsa state, rejected a similar bill passed by the state assembly.

The life pension was widely rejected by many Nigerians who said it was plot by the lawmakers to enrich themselves at the expense of the poor.

5 Prisoners to be Stoned to Death in Bauchi State.

Five condemned persons who have been convicted to be stoned to death while another 10 whose legs and hands are to be amputated are said to be languishing in Bauchi prison presently.

This disclosure was made by the Controller of prison, Bauchi State Command, Suleiman T. Suleiman who lamented the present conditions of the prisons despite the efforts of the government to decongest prisons in the country.

Suleiman Suleiman who was speaking in an interview with newsmen in his office on Tuesday on the state of the prisons in the state also lamented that the two sets of convicts have been in jail for over 10 years without any action taken on them by the concerned authorities.

The Controller of the prison added that six other inmates have also been condemned to death while five are on a life sentence and 188 are on long term sentences ranging from two years and above.

According to him, the prison now has 947 inmates at the 500 capacity Bauchi prison saying: “The condemned convicts we have are mostly coming from Sharia Courts, this and other related cases like amputation of hands or legs have been in jail for over 10 years without knowing their fate. Their hands are not cut off, their legs are not cut off, they don’t know their fate. There are those who are supposed to be stoned to death. I am worried”.

He added that “I feel touched that each time I go to any of the prisons to visit, they’ll be the first to confront me with questions about their case. I have written to the State Governor, I have also written to the State Chief Judge to see that something is done about these people”.

The prison Comptroller however opined. that if their legs cannot be amputated, they should be given terms of imprisonment and if these cannot also be done, they should be granted pardon and counselled to be of good behaviour and released.

He also said that this has become necessary because, “I am highly worried, the officials in charge of them are also worried about their case. I want the government to execute the law as it is and if they cannot do that, the Governor has the power to give clemency to these convicts.”

Suleiman Suleiman further said that the management of the prisons in the state has improved the welfare of the inmates across all the 13 prisons in the state and they are now being fed quality meals 3 times daily.

According to him, the eleven women in Bauchi Prison are well taken care of by ensuring full separation from their male counterparts and essentially their needs are adequately provided for.

Suleiman Suleiman also said that the prison has a full-fledged hospital equipped with trained personnel and headed by a consultant physician to cater to the medical needs of all the Inmates.

“There is no single record of a woman being exploited in all the Prisons across the Command. Where a woman is admitted into a prison with a baby such a baby is well taken care of along with the mother until he/she is fully weaned before the child will be handed over to the immediate relations of either the mother or father.

“In the past, when a prisoner falls sick, we all fall sick because we will be thinking of where to get drugs to treat him or her, but today, since the current Comptroller General of the Nigerian Prisons took over, things have greatly improved as we have enough drugs in all our prisons”, he said.

He then expressed worry over the situation in the Prisons especially.

Umaru Musa Yar'Adua: Remembering a Great Statesman

By Chima Christian

Nine years ago today, Nigeria lost a great president. Umaru Musa Yar'Adua. Compassionate. Genteel. Unassuming. He was loved.

Yar’Adua brought himself to transcend the barriers of ethnicity and religion. He was everything a complex Nigeria needed in a leader.

By acknowledging that the election that brought him to power was flawed, and making genuine efforts to improve Nigeria's electoral process, Yar'Adua truly reflected the virtue of integrity.

Paradoxically, one of the greatest tributes paid to late Yar'Adua came from Gov. Adams Oshiomole. Said he in 2010; “In confronting the key challenges of the nation, he demonstrated great statesmanship, which helped to re-focus the nation. Among this was the imperative of electoral reform, over which he took significant practical measures...”

Yar'Adua, as I remember him, had his shortcomings. Discrimination was not one of them. He would not use his exalted office to promote ethnic or sectarian agenda. His commitment to a better, united and prosperous Nigeria was never in doubt. Nepotism and incompetence, now elevated to statecraft, was far from him. He had people he could trust from all parts of the country. He didn't claim it, but he belonged to everybody.

As cloudy as they were, the issues surrounding Yar'Adua's last days on earth did not diminish him one bit. If anything, it is the people who saw an opportunity to exploit that got diminished. I remember Yar'Adua's queenly wife Turai and the famed "cabals." Of a truth, power is transient.

Yar'Adua was loved. He still is. To this day, Umaru Musa Yar'Adua occupies a prominent place in the minds and hearts of many Nigerians. Arguably though, no Nigerian President, dead or alive, has enjoyed that amount of goodwill.

Critics say his frail health and his passing away contributed in part to this status. They contend that he would have been unraveled or vilified had fate not come to his rescue.

Though not to be waved off entirely, such arguments casually overlook the fact that Yar'Adua was not the first number one citizen to pass on while in office. While the nation mourned him, it couldn't bring itself to do same for the other. It is also instructive to note that the same people that prayed for Yar'Adua's recovery are today offering dissimilar prayers for another.

Yar'Adua was a good man. He was a great statesman. History will be kind to him. It is already.

Though Yar'Adua is of a different persuasion, this hymn written by Dr. Horatius Bonar, of Edinburgh, and sang by Ira D. Sankey as a solo in London, at the funeral of the great preacher, C. H. Spurgeon, is befitting;

1. Fading away like the stars of the morning,
Losing their light in the glorious sun
Thus would we pass from the earth and its toiling,
Only remembered by what we have done.

Refrain

Only remembered, only remembered,
Only remembered by what we have done;
Thus would we pass from the earth and its toiling,
Only remembered by what we have done.

2. Shall we be missed though by others succeeded,
Reaping the fields we in springtime have sown?
No, for the sowers may pass from their labors,
Only remembered by what they have done.

3. Only the truth that in life we have spoken,
Only the seed that on earth we have sown;
These shall pass onward when we are forgotten,
Fruits of the harvest and what we have done.

Sleep on dearly beloved Umaru Musa Yar'Adua.

Yahoo Yahoo "-Our Seared Conscience; Our Collective Headache

Mr Chibuikem Dials .Co _Founder.The House Excellence Built ( THEB).He is also the Chief Inspirer Of the Renew IMO Project.Who said, Few days ago  ,Premium Times home Page Screamed
with the headline-
"EFCC arrests 37 'Yahoo Boys', recovers 25 Exotic Cars"

According to the story the South East Zonal Head of EFCC said "the suspects reportedly specialise in defrauding unsuspecting victims, through the internet"

He further said "...it appears that this cybercrime is one of the challenges of our time, which the EFCC is willing to face drastically"

While I hope the EFCC are able to deal with these arrests legally and with utmost sincerity so that innocent Nigerians do not suffer. Permit me to say that this arrests have opened up the opportunity for me and indeed a lot of other Nigerians to share their views on the overwhelming issue of "Yahoo Yahoo Boys" in Nigeria.

It is very unfortunate that we have almost lost every moral fibre in us as a people with the growing spate of cybercrime all over the country including, Owerri Imo State which is speedily gaining the hype as the "headland of G Men." Thanks to the government, security agencies, the church, communities and families who allowed our dear state to gain such notoriety.

To say that Cybercrime, 'Yahoo', 'Yahoo+' 'G', 'Maga' or 'ego mbute' whichever name you chose to call it is one of the challenges of our time is an understatement. It is the biggest evil of our generation. It is the biggest collateral damage bequeathed to this generation by a failed system buoyed by a 'greedy' impressionable few young people willing to do anything to 'appear' successful. Yet, they die within.

Yes, willing to do anything including: steal pants, lure young girls into relationships with the intention of using them for rituals, kill their mothers, eat burger (feaces packaged in bread), step on tortoise while pressing their computers to defraud, and many more unimaginable acts.

On the surface it is made to look like internet fraud, but in truth, its beyond such; whether ritual, mystical or wash wash Yahoo Yahoo its evil and must not be supported. How come, we now accept fraudulent people as credible people? How come we have rebranded 'Onye Oshi' and 'Onye Ogwu Ego' to now Onye Eze' and 'Chairman'?

In most cases, these "Yahoo boys" have priests, prophets and prophetesses standing in the gap, performing sacrifices for them on defiled altars. With declarations that they will succeed in their unlawful mission. Oh! What manner of evil prophet.

For instance, in Delta State, alleged stories of a few young 'harworking' huzzling yahoo men that rented a flat where they put on their generator 24/7. Usually, they invite girls and its alleged that none gets to leave alive as reported by neigbours who only see the girls come, & dont see them leave.

One day the boys left the house and the power source went off. Terrible smells started oozing out of the flat and the security officials were invited.  It was later discovered that the flat was a slaughter house for human parts/ritual. The boys were arrested. These boys who parade as huzzling yahoo boys were actually ritualists.

While it is depressing to hear that 37 young boys (maybe girls inclusive) were arrested in Owerri Imo State over suspicions of involvement in fraudlent acts, it's even more depressing to hear the responses by some fellow young persons in the society.

Their comments on social media call for concern especially as it relates to the moral state of our land. It raises deep questions on the kind of upcoming families,  the future of our children and the environment we expect them grow. It calls for concern of the type of leaders we expect to have in 20- 30 years time. It equally brings to fore the collateral failure of our core institutions (Family, Society, Church, School and Government) in deploying morality in our society. There is a total collapse of values.

For instance, Chidiebere Uzoma, in subtle support for the alleged fraudstars commented thus on the Premium Times report; "EFCC should go after the public office holders that are stealing millions, billions and trillions of naira. They are the real thieves!!!!!! Government should also provide jobs for the unemployed youths." Chidiebere, a youth does not agree that "Yahoo" is an illegal profession.

Also a popular singer with large youth following Dammy Krane in defence of "Yahoo boys" said "Yahoo Boys" are the ones balling in All Yankee Clubs, clubs worldwide self. Sometimes, all through the night, quite safe to say Yahoo boys are African Music promoters/influencers." Krane believes Yahoo boys are the influencers/funders of African music so they are good to go.

Another lady Onyinyechi Egbo (OnyiiSexy) justifying the crimes in a Facebook comment questioned the EFFC rationale thus; "Did you give them (Alleged "Yahoo Boys") job? Why cannot you leave them alone, EFCC is meant for protecting government money and yet you people are not doing it. Did you want them to carry gun and start to malice you and I. Stop arresting Yahoo boys they didn't do you people anything, the car you collected form them what are going to do with it. Since the government didn't care about us, allow survive on our own period. Face the governors, President, ministers, and senators if you know what you are doing. All the EFCC are most corrupt and bribe minded people. God will visit you people one day." Onyinyechi believes that EFCC operatives are very corrupt, hence they should not go after Yahoo Boys. Rather they should focus only on corrupt government officials.

Now, I am devastated. Totally disgusted by the level of seared consciences in our society. These are young people who should become parents and leaders today and tomorrow. Who did we wrong?

Before now, the Igbo traditional institution forbids all manner of stealing and robbery. They abhor murder, not to talk of killing for ritual purposes. In the olden days, culprits are caught, disciplined and in most cases exiled from the community for bringing shame and dishonor to the land. In some extreme cases, they were sold out as slaves to the slave masters. Today, the slaves ride on horses while the princes walk barefoot.

In fact, it was unimaginable to have a criminal harbour in any decent Igbo community. The traditional rulers, the Igwe In Council, the Okpa -Ofors and the Ime Obi were men of honour and high moral values. Their stock in trade was to instill/maintain discipline in the land so as to avoid desecration of the land. They did all they could to protect the sanctity of the land. Any extreme crime is considered a sacrilege and culprits are dealt without fear or favour.

Today, even the traditional institution is not spared, especially after selfish political leaders have balkanized the authentic traditional heritage in the name of autonomous communities and have paved way for the installation of questionable traditional rulers. Fear and cowardice now rule the land.

Shockingly, Nze Elvis Agukwe, a former Special Adviser to Imo State Governor on Political Affairs and Ex Commissioner for Information Imo State while commenting on IfeanyiCY blog (a popular blogger and social media strategist) further raises our worry when he said; "This Arrest by the EFCC is unbecoming of an Agency set up by  the government to fight financial crimes but rather use their so called office to intimidate and harras innocent citizens in our state..."

Nze Agukwe further questioned EFCC "...How can you talk about fake intelligence reports to arrest innocent citizens who are doing private huzzling to survive or do you want them to become armed robbers"

Mr Agukwe who claims to have worked for EFCC also believe that the operatives should focus on the government rather than continue intimidating his boys. In his words "all the major petitions bothering on looting of public treasury are left untouched. All the mansions of public officers and their so called lavish lifestyles are left untouched. From where do they make all those money  to build mansions while in service . Enough of this dramatization and intimidation of our boys"

With the above comments from a political leader, a father and opinion moulder, one then wonders the hope of our tomorrow. Could he be speaking the minds of a few powerful individuals who are untouchable? Wherein lies the godly heritage? What has been his opinion on the growing allegations of cybercrime, ritual killing, cultism and mystical riches coming out of Imo state and Nigeria at large.

Challenges Posed

It is pertinent to mention that while a few bad eggs exist we still have very proud and decent Nigerians doing credible businesses out their. However, these criminals stand the chance of destroying the good image of many. They stand the chance of defiling our young girls who are easily deceived with all manner of fake lives.

In fact it is alleged that the ritual Yahoo guys make love to girls intentionally for ritual purposes. By that they destroy their wombs and steal their virtues for money, hence their herbalists give them targets of sleeping with several number ladies within a short period. Painfully, mothers, permit me to inform you that your daughters are already rotten under your nose.

Unfortunately, it is also becoming difficult for our hardworking guys to get decent beautiful girls to marry. A lady would prefer to marry a loaded tinted Lexus driving chap with curled hair with no verifiable source of income than marry a PHD holder who is still struggling with a paid job prized under the minimum wage. "A PHD holder without a flashy car and wands of cash to spend in shopping malls is a 'Jew' man." In fact, many hardworking graduates these days out of frustration go to 'work' with the Yahoo guys as 'boys'.

On the other hand, as a business developer and recruiter for the hospitality industry, I can confidently say that it is getting increasingly difficult to find young boys to employ as waiters/porters. They never consider any paid job as sensible. "Why would I work for 20/25k as a porter while my mates are lodging in the same hotel for months- moving babes and spending millions."
In truth, when some of these employees agree to work in the hotel, it is to use it as a stop gap before  "maga" pays. In some cases, the gullible ones working in the hotel provide their accounts to the " Yahoo boys" for money 'clearance'.

Intriguingly, there is also a smart move by "Yahoo Boys" to legitimize their ill-gotten wealth as they heavily invest in all manner of businesses to rewrite their story. They have become employers of labour and the society have come to accept them as genuine saviours from a government that has failed in providing needed welfare and social services to the people.

They have also planted themselves in government at state and Federal levels.  For instance, rumours have it that some of the newly elected members of  Imo state House of Assembly are "Yahoo boys" turned politicians. One then wonders the kind of legislation such entities will pass.

The Task Ahead-
In all these, I must place some blame on the government and security agencies for closing their eyes to these financial crimes for years. Security operatives have been alleged to extort money from these suspected individuals from time to time. This definitely would have emboldened the Yahoo boys since they believed they can find their way out of the law. The greatest harm has been in the last four years, as the leadership have been latent in dealing with such rampant issues.

The government have also failed in delivering the moral fibre that a society needs. Smartly, the government realizing it's failure in meeting its obligations allowed these alleged cybercrimes to continue. Of course, government is also burdened by morality of their own ways.

At this point, all hands must be on deck to rid our society of these bad elements who thrive and glory in destroying other people's lives. When they defraud someone to the tune of thousands and millions of dollars, they subject that person to all manner of psychological and mental stress leading to suicide and death.

Their actions also destroys the legacies of our fore fathers who themselves were men of value and character. The actions of these few bad eggs also threaten the future of our children, our youths, our girls and our community. They destroy the psyche of the hardworking majority who have refused to be discouraged by the plethora of challenges around them and have continued to be resilient and innovative. By their actions they make nonsense of ingenuity, innovation and credible efforts.

The police and the government must sit up and defend the cause of the nation. Bad eggs must be found out via credible intelligence and dealt with according to the law. This will help in restoring the hope and trust of the people in themselves. It will restore value and honour and dignity and pride among the hardworking youth of this country.

It is also important to state that no level of corruption by government officials and no amount of unemployment in the country should embolden any youth to embark on "Yahoo Yahoo" dance of shame

In Imo, I encourage the new government to intentionally focus its value reorientation as a major pillar of sustainable governance and not a tool for propaganda.
The government in Imo and its institutions must not create safe havens for these cybercrime actors as was the case in the past. They must dissociate themselves from them for the good of the ordinary citizens.

In the coming years, leadership will be judged by the quality/value of its people and not necessarily the value of its physical infrastructure. For infrastructure are built for humans and not humans for infrastructure.

On their part, higher institutions in collaboration with security agencies must begin to question students who live flamboyant lives. There has to be evidence of source of wealth proven by the student. A student whose source of income is questionable is a threat to other students, a threat to the community and to the nation.

The Church and the family have failed in this respect. Their collective silence and ungodly consensus in not speaking boldly (maybe out of fear or sheer hypocrisy) is unchristian and is condemnable.

The ideology of "mmanyi gazie uzo, oñuñu, mmanyi gahie uzo, oñuñú" (No matter the outcome of a mission, the palm wine must be consumed and not be returned back) should never have been applied in this case.

Worse still, it seems that "Ebe nwa siri yoo uwa, ya ziri we" (wherever the source of conception of the new born baby- may it be well) is now the order of the day- Parents now willingly marry off their daughters to these questionable characters. Are those really parents?

Parents, the Church, the community and teachers in primary and secondary schools must get back to work. We must begin to speak the right words into the ears of our children. We must begin to shame the evil among us and mentor these children before the stranger takes them away from us. If you don't teach these children right today, they will put you to shame tomorrow.

As Senator Shehu Sani said, "Those who refused to flush their toilets, will have difficulties sleeping in their comfortable rooms."

I am consoled by the words of Chiedoziem Uwazie who said in a Facebook comment that "lack of job creation is not an excuse for crime. There are people in the same environment where job is not created who are not engaging in crime. Some learn a trade and work on it, set up a small business and grow that way.

"Crime is an excuse for people who are immoral, impatient and unwilling to do things that benefit society as a whole, rather do things they can use to oppress society.

"Chiedoziem concludes by saying "EFCC crackdown is good. Even if its not EFCC, anyone that cracks down on crime is good."

Today, I call on all of us, Ndi Imo to join in this crackdown on crime in our land.

To our dear youths, I close with portions of Psalm 37:7&9
"Rest in the LORD, and wait patiently for him: fret not thyself because of him who prospereth in his way, because of the man who bringeth wicked devices to pass."

"For evildoers shall be cut off: but those that wait upon the LORD, they shall inherit the earth."

The battle line between good and evil; between vessels of honour and that of dishonor. Honour, Truth and Good will always thrive.

The Tourism ,Transportation _Summit And Expo_

On 30th of April in Abuja International Cnference Centre, were Prince Samsudeen Adebayo  Apel Ogun the National president Acomoran ,Address  the media  Concerning  Tourism and Transportation Inter _Dependencies For Inclusive Growth And Sustainable Development.
It is a Golden opportunity to meet  the timbers  and calibres of people we  sew on ground here today .It shows that the Government's  has  thoroughly recognized  the Acomoran association. And to night we received award ,the award is more than harmony ,it really shows that our visions will soon turn to reality.
Acomoran association need to work endlessly to fulfil all what we promised to do. We  want to challenge the negative  participation of people who are concerns about our business .Acomoran association will work in hand with the federal minister of Transportation in Nigeria and also work with law enforcement agency, collaborate with federal road safety commission and the organizers of Tourism & Transportation and  Summit Expo ,also we plans to move Acomoran association  to international organization of which we have started already today and by God grace we have received award .
Actually I want the government to believe that motorcycle ,Tricycle business  is not association for illiterates never _do _well .Government partnership to achieved some of the major plans of our administration , the align with government   just as to grant loan to the association. In other to  make it easy  for the industry ,such as give motorcycle and tricycle to  the member's Acomoran ,enable the drivers to drive with confidence, carefully. It will help to reduce the security challenges we have in Nigeria ,reduce unemployment. Lastly to the member's of Acomoran association  see your passages as their family members ,they should be mindful of what they do out there not to disgrace the good image of Acomoran association.
